    No Californian Left Behind: Clean and Affordable Transportation Options for All Through Vehicle Replacement

    As California focuses in on new, high-tech, best-in-class transportation strategies, it risks leaving behind an important subset of households and communities who could most benefit from the transition to a cleaner, cheaper, and more sustainable transportation future. Hundreds of thousands of low-income Californians, particularly those in rural parts of the state, live with some of the worst air pollution in the U.S. They also often drive relatively old, inefficient, unsafe, and highly polluting vehicles, and struggle to cover the costs of their basic transportation needs. For these Californians, getting into a relatively more efficient vehicle is more realistic than getting into a new electric vehicle, which is expensive, or onto public transit, which is often ineffective in serving rural and non-urban households.The state has recognized this problem and attempted to address it by focusing on vehicle repair and retirement programs. However, by merely repairing and retiring vehicles and not replacing them with cleaner, more efficient ones, existing programs do not maximize long-term air benefits or lessen the financial burden these inefficient vehicles currently place on low-income Californians. To help address this issue, Senate Bill 459, signed by Governor Brown in September 2013, directs the California Air Resources Board (ARB) to rewrite the guidelines of California's Enhanced Fleet Modernization Program (EFMP). This program has been in place since 2010, and is designed to allow residents who own the highest-emitting vehicles in the state to retire and/or replace them.In this report, we discuss the contribution made by these highly polluting vehicles to the state's air quality problems; we also discuss the serious drag that driving these vehicles can have on household budgets. After outlining these problems, we discuss the state's current policies aimed at promoting vehicle retirement and replacement and offer some recommendations for improving those programs.California is already a leader in advanced and high-tech transportation and transit solutions. It is time we also became a leader in pragmatic solutions for a population that is sometimes left behind in these discussions: non-urban, low-income, car-dependent households. Bringing solutions to these communities will have a huge impact on our current air quality and family budgets; it will also widen the circle of Californians who play an active part in moving this state toward a cleaner, less oil-dependent future

    Brain-Computer Interfaces using Electrocorticography and Surface Stimulation

    The brain connects to, modulates, and receives information from every organ in the body. As such, brain-computer interfaces (BCIs) have vast potential for diagnostics, medical therapies, and even augmentation or enhancement of normal functions. BCIs provide a means to explore the furthest corners of what it means to think, to feel, and to act—to experience the world and to be who you are. This work focuses on the development of a chronic bi-directional BCI for sensorimotor restoration through the use of separable frequency bands for recording motor intent and providing sensory feedback via electrocortical stimulation. Epidural cortical surface electrodes are used to both record electrocorticographic (ECoG) signals and provide stimulation without adverse effects associated with penetration through the protective dural barrier of brain. Chronic changes in electrode properties and signal characteristics are discussed, which inform optimal electrode designs and co-adaptive algorithms for decoding high-dimensional information. Additionally, a multi-layered approach to artifact suppression is presented, which includes a systems-level design of electronics, signal processing, and stimulus waveforms. The results of this work are relevant to a wider range of applications beyond ECoG and BCIs that involve closed-loop recording and stimulation throughout the body. By enabling simultaneous recording and stimulation through the techniques described here, responsive therapies can be developed that are tuned to individual patients and provide precision therapies at exactly the right place and time. This has the potential to improve targeted therapeutic outcomes while reducing undesirable side effects

    An iterated block particle filter for inference on coupled dynamic systems with shared and unit-specific parameters

    We consider inference for a collection of partially observed, stochastic, interacting, nonlinear dynamic processes. Each process is identified with a label called its unit, and our primary motivation arises in biological metapopulation systems where a unit corresponds to a spatially distinct sub-population. Metapopulation systems are characterized by strong dependence through time within a single unit and relatively weak interactions between units, and these properties make block particle filters an effective tool for simulation-based likelihood evaluation. Iterated filtering algorithms can facilitate likelihood maximization for simulation-based filters. We introduce an iterated block particle filter applicable when parameters are unit-specific or shared between units. We demonstrate this algorithm by performing inference on a coupled epidemiological model describing spatiotemporal measles case report data for twenty towns

    The intent of this article is to investigate the relationship between music a genre of music and the political situation in the Belgian Congo and the French Middle Congo in the 1930s, 1940s and 1950s, the volatile period approaching independence. Examining issues as diverse as technology, language and performance style, this article proposes that the genre called "Rumba Lingala," invented in the big cities and commercial centers, such as LĂ©opoldville (Kinshasa) and Brazzaville, and influenced by foreign musical styles, particularly Cuban music, was revolutionary in how people thought about themselves. Despite the fact that the musicians used foreign elements in the creation of this new musical style - and perhaps because of this fact - the music gave birth to a powerful change in Congolese community consciousness. Thus, it provided a new terminology for conceiving the nation, a necessary factor in the mobilization of the population in the struggle for independence.O objetivo deste artigo Ă© discutir as relaçÔes entre um gĂȘnero de mĂșsica e a situação polĂ­tica do Congo Belge e do Moyen-Congo Français nas dĂ©cadas de 1930, 1940 e 1950, perĂ­odo volĂĄtil aproximando independĂȘncia.     Informing policy via dynamic models: Cholera in Haiti

    Public health decisions must be made about when and how to implement interventions to control an infectious disease epidemic. These decisions should be informed by data on the epidemic as well as current understanding about the transmission dynamics. Such decisions can be posed as statistical questions about scientifically motivated dynamic models. Thus, we encounter the methodological task of building credible, data-informed decisions based on stochastic, partially observed, nonlinear dynamic models. This necessitates addressing the tradeoff between biological fidelity and model simplicity, and the reality of misspecification for models at all levels of complexity. As a case study, we consider the 2010-2019 cholera epidemic in Haiti. We study three dynamic models developed by expert teams to advise on vaccination policies. We assess previous methods used for fitting and evaluating these models, and we develop data analysis strategies leading to improved statistical fit. Specifically, we present approaches to diagnosis of model misspecification, development of alternative models, and computational improvements in optimization, in the context of likelihood-based inference on nonlinear dynamic systems.     Regenerated sciatic nerve axons stimulated through a chronically implanted macro-sieve electrode

    Sieve electrodes provide a chronic interface for stimulating peripheral nerve axons. Yet, successful utilization requires robust axonal regeneration through the implanted electrode. The present study determined the effect of large transit zones in enhancing axonal regeneration and revealed an intimate neural interface with an implanted sieve electrode. Fabrication of the polyimide sieve electrodes employed sacrificial photolithography. The manufactured macro-sieve electrode (MSE) contained nine large transit zones with areas of ~0.285 mm2 surrounded by eight Pt-Ir metallized electrode sites. Prior to implantation, saline or glial derived neurotropic factor (GDNF) was injected into nerve guidance silicone-conduits with or without a MSE. The MSE assembly or a nerve guidance conduit was implanted between transected ends of the sciatic nerve in adult male Lewis rats. At 3 months’ post-operation, fiber counts were similar through both implant types. Likewise, stimulation of nerves regenerated through a MSE or an open silicone conduit evoked comparable muscle forces. These results showed that nerve regeneration was comparable through MSE transit zones and an open conduit. GDNF had a minimal positive effect on the quality and morphology of fibers regenerating through the MSE; thus, the MSE may reduce reliance on GDNF to augment axonal regeneration. Selective stimulation of several individual muscles was achieved through monopolar stimulation of individual electrodes sites suggesting that the MSE might be an optimal platform for functional neuromuscular stimulation

    The 2020 National Snow Load Study

    The United States has a rich history of snow load studies at the state and national level. The current ASCE 7 snow loads are based on studies performed at the Cold Regions Research and Engineering Laboratory (CRREL) ca. 1980 and updated ca. 1993. The map includes large regions where a site-specific case study is required to establish the load. Many state reports attempt to address the case-study regions designated in the current ASCE 7 design snow load requirements. The independently developed state-specific requirements vary in approach, which can lead to discrepancies in requirements at state boundaries. In addition, there has been great interest to develop site-specific reliability-targeted loads that replace the current load and importance factors applied to 50-year snow load events as defined in ASCE 7-16. This interest stems from the fact that the relative variability in extreme snow load events is not constant across the country, leading to a non-constant probability of failure for a given design scenario. This report describes the creation of a modern, universal, and reproducible approach for estimating reliability-targeted design ground snow loads for the conterminous United States. This new approach significantly reduces the size of case-study regions as currently designated in ASCE 7-16 and resolves discrepancies in design snow load requirements that currently exist along western state boundaries

    Molecular phylogeny of Indo‐Pacific carpenter ants (Hymenoptera: Formicidae, Camponotus) reveals waves of dispersal and colonization from diverse source areas

    Ants that resemble Camponotus maculatus (Fabricius, 1782) present an opportunity to test the hypothesis that the origin of the Pacific island fauna was primarily New Guinea, the Philippines, and the Indo‐Malay archipelago (collectively known as Malesia). We sequenced two mitochondrial and four nuclear markers from 146 specimens from Pacific islands, Australia, and Malesia. We also added 211 specimens representing a larger worldwide sample and performed a series of phylogenetic analyses and ancestral area reconstructions. Results indicate that the Pacific members of this group comprise several robust clades that have distinctly different biogeographical histories, and they suggest an important role for Australia as a source of Pacific colonizations. Malesian areas were recovered mostly in derived positions, and one lineage appears to be Neotropical. Phylogenetic hypotheses indicate that the orange, pan‐Pacific form commonly identified as C. chloroticus Emery 1897 actually consists of two distantly related lineages. Also, the lineage on Hawaiʻi, which has been called C. variegatus (Smith, 1858), appears to be closely related to C. tortuganus Emery, 1895 in Florida and other lineages in the New World.     Nearby Supernova Rates from the Lick Observatory Supernova Search. II. The Observed Luminosity Functions and Fractions of Supernovae in a Complete Sample

    This is the second paper of a series in which we present new measurements of the observed rates of supernovae (SNe) in the local Universe, determined from the Lick Observatory Supernova Search (LOSS). In this paper, a complete SN sample is constructed, and the observed (uncorrected for host-galaxy extinction) luminosity functions (LFs) of SNe are derived. These LFs solve two issues that have plagued previous rate calculations for nearby SNe: the luminosity distribution of SNe and the host-galaxy extinction. We select a volume-limited sample of 175 SNe, collect photometry for every object, and fit a family of light curves to constrain the peak magnitudes and light-curve shapes. The volume-limited LFs show that they are not well represented by a Gaussian distribution. There are notable differences in the LFs for galaxies of different Hubble types (especially for SNe Ia). We derive the observed fractions for the different subclasses in a complete SN sample, and find significant fractions of SNe II-L (10%), IIb (12%), and IIn (9%) in the SN II sample. Furthermore, we derive the LFs and the observed fractions of different SN subclasses in a magnitude-limited survey with different observation intervals, and find that the LFs are enhanced at the high-luminosity end and appear more "standard" with smaller scatter, and that the LFs and fractions of SNe do not change significantly when the observation interval is shorter than 10 days.
